To assess the impact of weather conditions on traffic congestion, the traffic of Shanghai Lupu Bridge are considered. The traffic data originate from minute data coming from loop detectors, collected by the Shanghai City Comprehensive Transportation Plannin Institute. The main method envisaged in this study to identify and quantify weather effects is statistics. Most appealing result of this study is that rain have a clear extend effect on morning peak congestion, while fog have little effect on morning peak congestion.
