  • Abstract
The investigation of weather effects on traffic congestion is important for the traffic information issuance, because traffic intensity is noted as the first and primary traffic information. Therefore the main objective of this study is the identification and comparison of weather effects on traffic congestion. To assess the impact of weather conditions on traffic congestion, the traffic of Shanghai Lupu Bridge are considered. The traffic data originate from minute data coming from loop detectors, collected by the Shanghai City Comprehensive Transportation Plannin Institute. The main method envisaged in this study to identify and quantify weather effects is statistics. Most appealing result of this study is that rain have a clear extend effect on morning peak congestion, while fog have little effect on morning peak congestion.
