Abstract :
In this paper we present a review Search and Rescue (SAR) performance measurement basic concepts. We also propose a formal framework for representing and measurement in a coalition setting, while proposing precise definitions for the following concepts: situation, situation awareness, context, mission and ability to perform an action. A prototype software, QUALIPSO, is also briefly presented. Further work includes the publication of formal definitions for the main SAR measures of performance as well as results based on simulations.
