Abstract
We present a scheme for proper determination of the quantization scale which is the important factor influencing to the quality and the bit numbers of picture in Digital Camcorder. We propose the new factor of activity reflecting the different properties and correlations of image. This work used the DCT coefficient instead of the variation to determine the activity, so that it can reduce Lhe hardware complexity. The parallel Q-VLC processor can reduce the adclitional memory by reducing the latency delay. Through the estimation of target bits by the macro block from this factor, this algorithm performs more efficient quantization, thereby improving the quality and SNR of image.
