Abstract
Setting the goals, orchestrating and managing wide area of activities in obtaining the strategic outcomes is the main purpose of regional government. Wide area of goal relating tasks/activities form a complex fenomena by involving horizontally and vertically scattered resources inside regional government administration and multiple external entities. Goal focused e-collaboration brings the infrastructure to manage such activities. Collaboration ontology and four basic components - event, task, project, outcome, their ontologies, relations and generic software components are presented in this conceptual model. Strategic outcomes, as a result of collaborated activities, are taken as the critical component for successfull strategic regional government mission evaluation.
