Abstract :
Electronic government refers to government´s use of technology, particularly web-based Internet applications to enhance the access to and delivery of government information and service to citizens, business partners, employees, other agencies, and government entities. Actual millennium started with an intensive development of ICT systems towards e-government applications. In parallel, most countries and municipalities have also considered e-Government as a helpful tool for changing quality of their core business services to end users and how citizen can interact with their government authorities. Ministry of Information society of Government Montenegro decided to start with ambitious eGovernment project based on Multipurpose eGovernment Web Portal with eService generator, and payment gateway included, serving as “One stop shop“ for all user (citizen, business, government agencies) needs toward Government Administration services. Therefore we need to study eGovernment models and make strategy, how to develop modern, open project, from user perspective, which could serve in mature eGovernment system for citizens, business and government bodies, building a long term relationship among them. We saw that e-Government involves multiple stages or phases of development and implementation flaws into different phases, which are not absolutely dependent on each other, nor explicit need one phase to be completed before another can begin. In new models at least 4 stages of e-government are presented: Publishing and Access, Interaction with authentication, On line Transaction and Integration. We have high expectation that user satisfaction will grow up on daily basis, regarding more and more on line services offered through mature eGovernment system.
