Abstract
There is an increasing recognition that e-government based on information technologies could lead to the future significant reforms in the public sector. However the implementation of e-government has been still confronted with much uncertainty. Environmental factors play important roles in the development of e-government. This paper seeks to suggest a strategic model of four determinant forces by using a strategic analysis approach. Examination and assessment are given to these elements respectively. The model reflects that although each element of driving force has its own independent law of function, the initiative and implementation of e-governments rely on the compound interaction of these forces. The development consequence of e-government is determined by the structure of these four forces.
