  • Abstract
    With the promotion of the intelligent city of Tianjin, one of the great challenges of the intelligent government services is the consummation of intelligent community platform. This paper reports on the role of intelligent community and operating mechanisms. The online and offline communication would be the key point of the intelligent platform service. The information technology infrastructures were built in some demonstration area. But the old communities are the main part of all communities in Tianjin, and there are quite a lot low-income, older and technology-challenged citizens in all communities. A primary challenge for the development of intelligent city is the participation by low-income, older and technology-challenged citizens. Intelligent platform in communities is playing a role in supporting e-participation among older, technology-challenged residents, and also is connecting residents, business and government. So the intelligent community platform should be build both in infrastructure aspect and management aspect in all community.
