Abstract
Although the undertake ability of service outsourcing is a very important problem in supplier selection for companies and policy formulation for governments, qualitative analysis research concerning this issue is still relatively scarce. This paper proposes an improved fuzzy comprehensive evaluation method which makes full use of the fuzzy set theory and entropy theory for the evaluation of the undertake ability of service outsourcing. The improved fuzzy comprehensive evaluation method can calculate a crisp number to indicate the level of the undertake ability of service outsourcing and study in-depth to get the reasons behind by analyzing the evaluation coefficient set. The method presented is applied to evaluate the undertake ability of 19 service outsourcing model cities in China from the year of 2007 to 2009.
