Abstract
YRP International Alliance Institute (YRP-I) developed an emergency communication system, which provide speedy supports of emergency and rescue operations in case of disasters. We named this system as SAFER (Speedy Ambulance First-aid, Emergency, Rescue operations supporting) system. SAFER system was deployed and demonstrated in Taichang city (near Shanghai), China, from February 18th to April 20th by using a real ambulance in real traffic environments. In this system, an ambulance can transmit the signal to a traffic control center of police department and cars to which an ambulance is approaching. The results of experiments show that an ambulance was dispatched to the target area in about half time of the usual road traffic conditions.
