After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

According to complexity of society, disaster has been complicated. Also a variety of disasters including natural, man-made, and social disasters has been happened frequently due to climate changes by industrialization, carelessness and misuse of human, terror, and war. Although rapid integrated issue by disaster manager is very important for expeditious evacuation of human, it is impossible because several alerting systems have been developed by their own way. In this paper, we design disaster alerting information dissemination system and algorithm for integrated issue to several heterogeneous alerting systems.
