Abstract
The paper presents a new approach to identity layer construction for the Internet based on user ownership of identity information. The paper argues that current limitations in Identity innovation are due to a conservative business model that privileges the Identity Broker instead of empowering the users. Scenarios are provided illustrating the level of innovation that such an approach could bring to the ICT industry. Finally the paper discusses how existing Identity technologies together with distributed processing could be the base on top of which to build a new Identity layer.
