Abstract :
The success of any digital-based service delivery depends on the ability of the software used to accurately meet the needs of the service recipients. Many government institutions have been known for poor provision of services even when they have acquired the latest and good software products on market. In most cases the acquired software does not meet the needs of the government ministries. Today with the advancement in technology much attention has to be shifted from not only using ICT in government departments but also incorporating e-government in already existing ICT infrastructure so that services can be available and accessed by concerned people irrespective of the locality. The need to build strong software development industry for e-government cannot be underestimated because the strategy of e-government should align with the value software industry can add to services in e-government. If loopholes are noted in the acquisition and / software development strategies, then there is need to adopt a software development framework for e-government of Uganda. This framework should promote software development to address the local need of the government and citizens of the country. This framework will open up chances to qualified local developers to participate more in software development for e-government instead of government ministries´ importation of software packages that cannot meet the local need of the government and citizens of the country.
