Abstract
State-owned enterprises (SOEs) have multiple goals including economic and non economic targets. This paper provides an overview of goals of SOEs at three periods after 1949 with China´s reform and examines the changes of SOEs goals in 1999 to 2009 with the analysis method of industry distribution preference degree. As shown in the empirical analysis, SOEs have clear multiple non-economic goals of public products supply, strategic resources control, being economic development foundation and so on. And the goals become clearer and clearer with the adjustment of industrial structure and layout of SOEs from 1990s and 2000s.
