After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

There are discussed some proposals concerning practical execution of island synchronizing and closing loops. Measuring criteria and connecting procedures of islands in normal state and during system failure are presented. Requirements for tools dedicated to monitor, control, visualize and register parameters during connecting operations are also discussed. In addition some measurements during events occurred in UCTE system are presented.
