Abstract
We suggest a distributed, reactive [1] demand-side management mechanism [2] that facilitates dynamic allocation of a resource [3] to clusters of applications. Different levels of criticality, assigned to these clusters, reflect the prioritisation of distribution of the resource, with respect to quality of service and demand. Under the assumption that the quality of service constraints imposed on the clusters can be subject to an minimal degree of flexibility in times of severe resource shortage the approach facilitates an almost perfect supply to critical infrastructure without centralised intervention or distribution control.
