Abstract :
The information from the high frequency surface wave Over-the-Horizon Radar includes range, angle, and radial velocity. Because the statistic information of angle measurement error is stable, with the range of target increase, the statistic error of tangential position get bigger, either, so the conventional logic method on target initiation leads to unstable results. Based on the Bayes estimation theory, this paper converts the initiation problem into a process of information entropy change, that means, the initiation problem is not only judged by the points number that associated from beginning to end, but also the quality of the associated points. In the end, the validity of the new method is proved by real data.
