Abstract :
Today´s economic climate requires that each industry aims at achieving maximum production capability, while minimizing capital investment. So, there is an increasing need of risk identification and management during the development, construction and operation process of coal-fired power projects. Presently, the coal-fired power plant construction projects and the risk of operating the initial research is very weak. Using expert investigation method, the most of project risks is obtained and key risk factors are identified. In this paper, a risk evaluation index system of coal-fired power projects during development, construction, and operation has been analyzed. Analyzing external factors, risk indicators, project operations, policy environment, environmental protection, financial situation and then research of construction period to build a risk evaluation index system of coal-fired power plant construction projects. To deal with the identified high degree risk factors, a batch of risks controlling and monitoring measures and strategies are proposed. The application of the measures is tested effectively to resist and control the project risks.
