Abstract :
With the fast growth of the internet users and applications, and the appearance of CPS (Cyber Physical Systems) in the future, a mass of equipments will be connected with the network, so the congestion is a very significant problem in the internet. This paper will place emphasis on two problems to solve the network congestion. The one is that the strategies do not affect other queue of normal transmission when solving some congestion problem of router´s queue. The other is that according to the type of data packets which are in the global cache to transmit. This paper will get a reasonable control strategy according to global cache regulation, setting the threshold of global and local and the bubble sort principle. Eventually make the transmission of the data packets fair and reasonable when the network congests.
