  • Abstract
    In Korea, the private investment law was amended in January 2005 in order to encourage the construction of highquality public services and facilities through Build-Transfer-Lease (BTL) projects, with an emphasis on the lease aspect, in a manner similar to private finance initiative (PFI) investment projects in Japan and other countries. Today, three years after their introduction, BTL projects are grappling with issues such as the high quality of service in contrast to proposed operation and maintenance costs, roughly bundled management costs relative to the life-cycle cost (LCC) analysis, and poorly planned operation strategies. In addition, in order to efficiently execute maintenance and management over a 20-years lease period, the management of project historical information regarding each step such as bid, contract, negotiation, operation, and maintenance is of utmost importance. This study proposes a BTL information management system that contains information on facilities, maintenance plans and execution, and costs; the system is developed by exploiting the latest advances in IT technology. In addition, the proposed system should promote transparent maintenance work and archiving by managing records from the project planning stage to the operation phase. The use of this as basic information for the management and efficiency testing and diagnosis of facilities is also investigated.
