Abstract :
Hydroelectric power is the most important renewable energy technology in today´s international. As a kind of renewable energy, water plays more and more important role in each country´s energy development. This paper through the related theory method, query data and certain research, puts forward the development potential rating scale index system based on the water resources, and by using grey clustering analysis to determine the weights of the index, constructing water development potential evaluation model of our country, evaluates the main river basin water development potential. For our country´s energy development strategy planning it provides scientific criterion.
