Abstract
From a qualitative comparative analysis (QCA) perspective, this paper examines the typical VoIP regulatory practices in 35 countries and sifts the key factors and their combinations forming various regulatory frameworks. The paper finds that different factors or factor combinations leading to different VoIP regulatory frameworks of sample countries. Finally, according to the results of QCA, the paper presents the features and effects of the existing VoIP regulatory policies in China, and then put forward several corresponding suggestions of improving the VoIP regulations.
