  • Abstract
The narrow of land and large population the resource of Taiwan mainly depended on import from foreign countries and the ratio reaches to 99.39% [1], which was 5.38% more than that of last year. According to the 2010 statistics of Energy Bureau of Taiwan Ministry of Economy, [2], the energy consumption inner the island was about, 12.03 billion kiloliter oil, which was 6.40% more than that of last year. Meanwhile the electricity consumption was 10.3 Kilo-degree, which was 7.32% more than that of last year [3]. Nowadays Taiwan was stepping forward to WTO and Green Island, and it faced the continue progress of industry and more and more energy requirements, oil price instable, the limitation of electricity consumption in summer, and manage to the green house problem of earth, besides, the cost of developing green energy was too high, so how to get to energy-saving becomes one more important issue.
