Abstract :
Based on the analysis of the related issues of the public projects in the environmental perspective of social responsibility, this paper studies the public projects´ Stakeholders. According to the difference of the value interests the stakeholders of public projects chase in the environment of social responsibility, this paper classifies the public project stakeholders as a three-game alliance side that are biased economic benefits and in favor of social benefits and take into account the economic and social benefits respectively, whose represented party are the public project agent, the public and government. And this paper makes a further analysis of game behavior relationship among the three parties.
