Abstract :
This paper uses structural interview method to research how different performance assessment types and different participants will produce different value identity for civil servants. Specific research path is that firstly, discussing general value identity for civil servants; secondly, analyzing individual cognition diversity and potential cognitive conflicts because of different participants and right distribution; finally, putting forward how different value preference and cognitive conflicts impact on the supervision of government performance assessment.
