Abstract :
In order to solve the issue concerning the lack of reliable and complete evaluation for BOT (build-operate-transfer) project service quality supervision, a reasonable service quality index system and an effective evaluation method are discussed in this paper. Based on experts interview and literature review, a BOT project service quality index system will be proposed including 3 standards, 9 indexes and 19 indicators. In the construction of our evaluation model, multi-grade fuzzy comprehensive evaluation method is employed as a main evaluation method. Expert subjective weight and entropy method are combined to construct the fuzzy entropy weight coefficient method in order to determine the weight of the index. As a result, BOT projects service quality evaluation model will be proposed and a case of Shajiao B power plant will be provided to illustrate it.
