Abstract :
In this paper, due to select and evaluate difficultly operational plans in the joint operational commend decision, we propose a link-relative evaluation method based on the value analysis. The method evaluates operational plan s according to five factors of "impact force, mobile force, protecting force, information force and guarantee force", and supports the optimum operational plan by the expert information. The paper, taking example for selecting and optimizing joint operational plan, details basic principles and process of collecting and handling the expert information, and the application of the expert information to select the optimum operational plan. The method overcomes shortcomings of analytic hierarchy process and fuzzy evaluation technique.
