Abstract :
This paper proposes a quality evaluation method for e-learning environments, using modified version of the SEEQUEL Core Quality Framework. The SEEQUEL Core Quality Framework originated from the collaboration between the e-learning Industry Group (eLIG) with a number of European expert organizations and associations, co-ordinated by the MENON Network, is a framework used to build the quality tree by selecting the quality characteristics from a list of common characteristics applicable to the whole e-learning experience. The evaluation process was done using the Online Quality Evaluation tool (www.evaluarea-calitatii.ro), an online evaluation application which was created in 2010 by Lucian Militaru in order to provide a worldwide accessible and flexible framework for quality evaluation to developers and evaluators. In the first part of this paper, the SEEQUEL Core Quality Framework is presented showing the advantage of proposed modifications. In the second part, a case study of using the modified SEEQUEL framework and Online Quality Evaluation tool to evaluate e-learning environment is presented. The final conclusion of the experiment was that the analyzed e-learning environment have a satisfactory quality.
