Abstract
The Contemporary Western Economics established the theory of externality during the research on market failure and explained various conditions of market failure by applying the theory. The theory of externality in the Contemporary Western Economics provides the improvement of ecological environment with a theoretical basis. In the traditional mode for plateau lakes management, the problems occur increasingly, such as the administrative divisions, development and treatment rights division, vicious competition to relax the development threshold, low development income and payment for environmental services distortions and so on, while the roots are the fuzzy property rights and high transaction costs. The paper aims at establishing a coordination mechanism of plateau lakes protection and development from the aspects of clear property rights, standard functions and low transaction costs, etc., under the guide of the theory of externality, so as to realize economic, social and environmental sustainable development through conservation-based, appropriate development, to develop and promote the protection in the plateau lakes.
