Abstract :
The purpose of this document is the definition and the assessment of a new low-altitude HEO satellite constellation to support tactical communications on high latitude theatres. This includes both low bit rate personal mobile communications and short and long range broadband communications (UAVs, inter-connection to commandment center). The characteristics of low altitude HEO orbit are detailed and tradeoffs leading to the definition of the best constellation are presented; Time to launch and set up the constellation is assessed in order to optimize the system responsiveness.
