The cap and the cable: How budgets and connectivity shape the future for HTM

I assess the current and future state of HTM in low resource settings. Looking up to twenty years ahead, budget constraints will remain largely the same, but steady increases in connectivity have the potential to revolutionise the way we communicate and transmit knowledge, both explicit and tacit. I explore how we can make better use of existing technology and existing practices to do this more effectively.
