Abstract :
In this paper, exponential utility functions have been adopted to deal with different types of indexes in order to reflect differences of various indexes value changes at different levels based on the characteristics of bid evaluation in construction projects. The value judgments of decision-makers have been considered to set up non-inferior relationship about all the bidders. The method of ELECTRE-II has been used to establish harmony index matrixes and the non-harmonious ones so that the extent of superiority and inferiority about bidders and their differences can be described better. And what´s more, the diagram of strong sequence and the weak one can be determined. In order to reduce the sensitivity of the decision results deriving from the index weight coefficient change, the analytic hierarchy process based on the model of index weights in SPA has been used to improve the reliability of the results of the decision-making to a certain extent. Combined with the actual case, this model is scientific and reliable to choose the best construction enterprise.
