National and regional organization of collaborations in advanced computing

A review of the models of organization of the advanced computing collaborations at national and regional levels in South East Europe is presented, based on the analysis performed in the framework of the HP-SEE project [1]. Then the national HPC infrastructure and the evolution of its governance model are described. The strategy of building an integrated system for providing platform and software as a service to the national research and education community is exposed. Arguments are given to prove the necessity of the coordination of the HPC activities in Romania by an independent professional association with legal status.
