Abstract
Today mobile communication, despite its huge popularity, offers more or less only human to human communication e.g. telephony, SMS, IM, etc. and does not really participate directly to the development of the society. In developing countries, especially in rural areas, where there is still very limited or non- existent administration infrastructure mobile communication could play a more important role. This paper presents the Mobile Identity concept, which makes use of mobile communication in the establishment and development of the citizen identity and hence paving the way for other societal services like government, education, health, finance, etc. Use cases are described to illustrate the Mobile Identity concept. Value propositions for governments and mobile operators and a pro forma financial study are also provided.
