Abstract
There are multiple, well-recognized challenges to advancing the concept of increasing levels of service (operational benefits) linked to increasing levels of aircraft capability. A variety of activities currently underway in the US to capture the operational benefits made possible through the increasing capability levels and fleet penetration. The experiences from the activities underway will provide input into future planning, service expansion, and policy development as needed.
