Abstract
In this paper, we start with a brief review of cognitive dynamic systems, the underlying principles of which apply to radar, radio, and control. Then, we describe Cognitive Networks from two perspectives: the human brain, and engineering considerations. The stage is thus set for describing two novel engineering applications of cognitive networks. The paper concludes with a statement on cognitive networks in light of the material covered in the paper.
