Abstract :
For the last two decades economists and researchers are turning to the study of technology policies and strategies to speed up the development innovation activities. The most common object of study is the national innovation system and its components. Building an effective national innovation system is an important factor to enhance the competitiveness of the economy, but it is impossible without a specific industry technology policy, taking into account the technological features of processes occurring in them. Today there are several basic approaches to the study of innovation systems that emphasize some functional features as a basic characteristic. To study the influence of science and technology policy on the economy, usually, there are used national innovation systems approach, that helps to evaluate the development of innovation institutions and infrastructure. Creation of networks and development of innovation infrastructure in certain industries will create the drivers of economic growth in new areas that will shape the innovation economy in Russia. These processes are expected to be realized through the establishment of industrial innovation systems, which will be part of the structural, industrial and technological policies of the government. Designing the framework of industrial innovation systems should be based on three conditions: the interest and involvement of industry participants in the creation of innovative systems, networking of all participants and adaptive institutional system.
