  • Abstract
    Firstly, the paper defines the meaning of R&D, R&D input and output and R&D performance and determines the evaluation index system of R&D input and output performance in regional higher education´s; Next, it states the C2R model of DEA method, BC2 model and input redundancy and output shortage; Then uses DEA method to demonstration measure overall efficiency of R&D input and output, input redundancy and output shortage of higher educations in 30 provinces(except Tibet) of the whole country and divides the higher educations in 30 provinces into 3 types: DEA effective, mild DEA ineffective and serious DEA ineffective and two conditions: inexistence input redundancy and output shortage and exist input redundancy and output shortage based on measurement results. Then it points the characters of R&D input and output in different kinds of regional higher educations and variation trend. The results indicate: performance of R&D input and output in national higher educations is not high, input redundancy is serious, but there are signs of improvement, and is not adapt to local higher education´s development; higher educations in each area should adjust measures to local conditions, use effective measures to improve the performance of R&D input and output.
