Abstract :
The article first proposes the criteria of the severity of the incident in the standard and plan is only for delimiting the severe grades of the incident itself, is not suitable for judging the impact of incident on the road traffic in the first scene. To this end this article first proposes the concept of traffic control level. Number of lanes occupied, lane closure time and saturation are as the three indicators to determine the incident´s impact on traffic. The three-lane expressway as the research object simulated one and two-lane occupied when incident occurred by VISSIM simulation software. Obtained the maximum queue length at different saturation and event duration, and theoretically calculated queue dissipation time. Traffic control level was classified at the section where incident occurred, and corresponding control measures were put forward for each level.
