Abstract :
In all the countries in the world, emergency calls are made via verbal communication through fixed or mobile telephone networks. This paper describes a new emergency communication system which would enable persons with hearing and speaking disabilities to communicate their emergency situation via smart phones or traditional mobile phones via text and/or pictorial diagrams. This paper proposes also a flexible and quick communication channels setup using mesh and cognitive wireless routers for use in case of a large scale disaster such as the East Japan Great Earthquake on March 11, 2011.
