Abstract :
Given the ability of the Phasor Measurement Unit (PMU) to directly measure the system state and the increasing implementation of PMUs across the electric power industry, a natural application of PMUs to state estimation techniques would be one that employed the exclusive use of PMU data. Virginia Electric and Power Company aims to implement a three-phase linear tracking state estimator such as this on their 500kV network as part of a DOE demonstration project started in 2009. This paper represents a summary of some the work completed during this project and presents some practical learnings from the implementation.
