Abstract
We collected innovation policies concerning Hangzhou. Then, we establish quantitative criteria in three aspects of policy efforts, policy objectives, and policy measures. We estimate the regression models regarding the effect of innovative city performance. The result indicates that, Hangzhou should enhance the policies executive function in the perspective of policy efforts, and select key links to develop economic and social in the perspective of policy objectives, and execute appropriate mixed policy to promote effect of the policy performance in the perspective of policy measures.
