Abstract
This paper examines a new measure of empirical research based on principal component analysis. We can interpret the results by employing the technique as: 2001-2010 scientific and technological competitiveness in Shanghai showing the trend of continued growth, especially in recent years maintained an accelerated increase; the main affecting factors are scientific and technological inputs and outputs while the influence from scientific and technological activities is relatively less. So the future work is summarized: To increase investment in science and technology, to improve the efficiency of the technology input-output and to improve the technological innovation system, etc.
