Abstract
Cultivating innovative talents with higher qualities is an important strategic means and mission which plays an important role in the future economic and social development. it has important and practical significance to explore the cultivating model of scientific innovation abilities actively of science and engineering students. The cultivation model of scientific innovative abilities of American and Japanese college students was first investigated and analyzed. According to the above analysis, and combining with the cultivation actuality of scientific innovative abilities of Chinese college students, the effective methods of improving the scientific innovative abilities of college students are explored. The results can provide decision-making basis and practice reference for cultivating the innovative talents of science and technology in the new period.
