Abstract
The work presented in this paper focuses on several aspects of University System which is hindering university innovation function. The fundamental features of this system are characterized by the administrative trends and the over-centralization of the powers. The research we have done suggests that in order to realize the university innovation function, the University system must be reformed. Replace the “administrative leadership” by “academic leading” phase out of the administrative level in universities; achieve university management professionalization. Try to build a multi-level management system and break the concentration of power. We must also observe the principle of democratic centralism and establish all kinds of expert committees. Become faculty-based, and give the faculty autonomy of the teacher evaluation. The success of the reform of university management system will not only benefit the democratic construction of grass-roots units in China, but also China´s political democratization process.
