Abstract :
Necessity and requirement of building inter-organizational learning mechanism of High-Tech Virtual Enterprise (HTVE) is analyzed in the article. According to organizational learning theory, inter-organizational learning mechanism is designed based systematic idea. It needs to build flexible organizational structure, when project task is assigned. It needs to select control mode according to trust level among members and changes of inter-organizational learning level. Aimed at enhancing efficiency of knowledge innovation and management, knowledge management strategy is built. At last, crucial factors of union culture to encourage inter-organizational learning is put forward.
