Abstract
The Internet can provide a means for users to access information without governments´ control. It motivates governments and organizations to consider getting control of Internet more than before by blocking or manipulating special traffic. Various types of blocking, whether for security or for network efficiency have significant consequences on people´s access to services and information, which are often not considered when implementing security based restrictions. For this reason, it is essential to find out what is being censored and by whom. In this paper we reviewed different available web censorship monitoring tools and presented our tool called WCMT. WCMT is an open source software for finding web censorship in order to share the observed data. This tool is available for users and researchers who need clear information about what is being censored and by whom. Our performance evaluation shows that WCMT successfully covers the bandwidth limitation of our context.
