Abstract :
In the condition of cascade hydroelectric station construction, upstream control flood discharge can reduce the downstream construction diversion risk, reduce project investment and shorten the period. In order to effectively balance upper and lower risk, reasonably share the benefits, considering the contribution of the earning profits, cooperation risks and investment costs based on Shapley value method, this paper determines the weight of each evaluation index by fuzzy mathematics theory. A model for benefit compensation of construction diversion in upstream flood discharge control, which can estimate quantitatively the compensation, was proposed. An illustrative example that Fen man diversion system reconstruction controlled flood discharge by Baishan Hydropower Station is given to show the method, which objectively reflects individual contributions, provides a feasible basis of realizing benefit sharing and compensation between upstream and downstream power stations.
