Abstract
Local Authorities have a critical role to play in both encouraging and enabling the uptake of Electric Vehicles (EVs) and other forms of Ultra Low Carbon Vehicles (ULCVs). This role can be viewed from two perspectives. Firstly local authorities are major operators of fleet vehicles and as such the use of EVs can not only have a significant effect on the cost base and environmental impact of the organisation but also raise the profile of the vehicles by making them an everyday sight in the locality. Secondly local authorities are responsible for managing transport policy within their area through provision and regulation of public transport, management of traffic control and road systems and provision of ULCV infrastructure such as EV charge points. In this paper we will provide an overview of how these roles can best be managed to ensure maximum impact.
