Abstract
The authors propose a topological model based on graph theory and focused on studying infocommunication systems. A distinguishing feature of the model is that it suggests using the complex quality index as a weight of vertex and edge. The complex quality index of a vertex or communication channel takes into account specific features of the scope of an infocommunication system deployment. The use of the complex index enables study of the inter-structural relationships between the various classes of systems within the region of the telecommunications network location. Changing the composition of the components and the complex quality index also allows for use the proposed theoretical concepts in order to describe other types of systems with network topology that interact with the social and economic environment of the region.
