Abstract
Haar wavelet is the most tough statistical tool which has stimulated by many developments, mainly in the processing of signal and image. The important property of Haar wavelet is the multi-resolution. The major challenge in this video coding is motion management using HWT. Here we can reduce the expense during the storage of video data´s and also reduce the bandwidth. A new method is introduced in this paper and a sub-band coding approach is also used that contains Haar Wavelet Transform (HWT) and it is related to a discrete sign coding known as DSC from wavelet. To avoid the problem created by the lack of invariance alteration, we use motion compensation (MC) technique. The output shows that the PSNR and clarity become good compared to other techniques.
